GnuPG did not need that. If you encrypt two times the same thing you don't get 
the same encrypted stuff. With NCrypt and fixed I. Vector you got constant 
encrypted result.
I think that the NCrypt backend is not a good choice. But it's not a major 
issue to switch to another backend (or switch back to gnuPG). The hard work 
was on the integration with other modules. The API is becoming stable.
