[Ml-yokadi] Quaterly recurrence patch

Some issue need to be adressed:
- command completion. We could just add "quartelry" to the list, but this list 
is also used to map frequency name and number. We may need to dissociate those 
two list
- that leads to the second issue : a quarterly task is basicaly a yearly rrule 
object. So the task detail (t_show <n>) recurrence display is broken. 

The second point is more problematic. How to represent in text a recurrence 
that can be complexe.

I commit your code, but we need to address those two points before the 0.11 
release.
